Political entities are permitted to contact anyone, even those on the standard do-not-call list. After your EDA is registered, the only restriction is to maintain a separate, in-house, do-not-call list so that people who say not to call are not called again.
Registering your EDA requires a DUNS listing which is reasonably straight forward. Your application should use the full name of your EDA as it is shown on the Elections Canada website. Find Your Full EDA Name
Renewing you DNC registration is a yearly task but is free of charge.
